Care for preschool children is part of the activities in the field of social protection that are the responsibility of the Municipality of Struga.

Kindergarten "Sonce" and "Peperutka" are the biggest facilities for care of preschool children in the municipality of Struga, kindergarten "Sonce" was built in 1984 and has an area of 1526 m2 and the second object, the kindergarten "Peperutka" was built in 1975, with an area of 1221 m2. Since its entry into service up until now, capital investments that would increase the capacity of the kindergartens and the ability to receive multiple users have not been realized.

In Struga there is one more kindergarten "8 March" which until 2007 was used for taking care of children of preschool age, and after 2007, with an agreement, is given to use to the Music School "Todor Skalovski -Tetoec" – Tetovo for dispersed classes in Struga. The facility covers 532 m2 with 4 classrooms and it could accommodate about 120 children. The agreement to use is valid until 2020.

In 2016 in the kindergarten "Sonce" enrolled 254 children (capacity is 170 children), in kindergarten "Peperutka" enrolled 216 children (capacity is 140 children). [1]

Or both kindergartens accommodate a total of 470 children.

"If we take into account the fact that the total capacity of the facilities is 310 children and there are 4036 pre-school children in the municipality, we can conclude that the existing capacities cover only about 8% of preschoolers. It is a very low figure compared with the national average (26% of children are enrolled in pre-school) and very far from the EU target of 95%. This situation may have potential adverse effects on children from poorer families and their prospects later in life. In the scientific literature are proven the benefits of education at an early age, especially for children from marginalized and vulnerable communities, as well as those belonging to minority communities. "[2]

"If we follow the number of children enrolled in kindergartens in the municipality of Struga in the last five years, can be seen an increase, i.e. compared to 2010, in 2014 this figure increased by 40%. The number of employees has increased too (17%), but it should be noted that this increase is disproportionately lower compared to the increased number of cared children. "[3]

In the two kindergartens in 2016 were employed 13 teachers and 24 carers who take care of 470 children. [4] Thus, the average number of children per teacher/carer for 2016 is 12.

Over 180 children have been placed on a waiting list for admission to any of the kindergartens. The waiting list has children from parents who are employed and can not provide any other care except kindergarten.

During 2016, the municipality of Struga implements a project under the program of "Community service" which is funded by UNDP in cooperation with the Ministry of Labour and Social Policy and the Employment Agency of the Republic of Macedonia. The project involves opening 5 centers for early childhood development in rural areas in the Municipality of Struga, engaging 10 unemployed people, their training and their engaging in the centers.

These centers are opened in the villages Veleshta, Delogozhda, Radolishta, Labunishta and Draslajca.

These centers care for 220 children of preschool age for 4 hours during the day. (120 female and 100 male). To accommodate the children, rooms in primary schools in the settlements are adapted.

With the implementation of this project is provided access to services in the area of social and child protection of children in rural areas. Also the already crowded kindergartens in the city are unburdened. This is a pilot project that has had a great performance and information regarding the need to open kindergartens in rural areas at the municipality of Struga.

Donors will fund the project until 15 March 2015 after which it will continue to be financed with funds from the budget of the municipality of Struga by the end of 2017, with the possibility of continuing and constant engagement of those involved. 

On October 17, 2016, in the Municipality of Struga was held a civic forum in which participants had the opportunity to vote on the proposed projects of action plans for education, youth, social protection and cooperation with civil society. As a priority project, the audience voted for the project procurement of typical prefabricated containers for the kindergarten of the action plan for social protection. The project aims to help solve the problem of lack of space to accommodate preschool children. The project will be implemented in the first half of 2017. Planned budget for which is 2,200,000.00 denars. The municipality of Struga and the Foundation Open Society - Macedonia participate in co-financing of the selected priority project within the concept of "Municipality suitable for citizens".

With the implementation of the project will be provided 4 new facilities for care of children.

In 2015 during the civil forum, prioritized by the citizens was also the project implementation of the action plan for social protection of Struga, swapping asbestos roof of the kindergarten "Sonce". The project was implemented during 2016 and the roof of the kindergarten was fully replaced and rebuilt. The municipality of Struga and the Foundation Open Society - Macedonia participated in co-financing of this projects within the concept "Municipality suitable for citizens"

Civic forums in Struga are implemented by the Foundation for Local Community Development - Shtip with financial and logistical support of the Foundation Open Society Institute - Macedonia (FOSIM), under the concept "Municipality suitable for citizens", implemented by FOSIM in partnership with the Municipality of Struga.
